I understand it was a big leap forward when scientists realized it wasn't that chimps couldn't grasp language, it was just that they didn't have the vocal apparatus to speak orally as we do. A big part of that is enculturation. Of course, chimpanzees are close kin to humans, but I am not sure that the capacity for language has anything to do with genetics, because information can be transferred even among beings with very different intelligence from our own.
